    I can’t see a President who doesn’t want the eternal enmity of Congress daring to even suggest forcing Congress to adjourn against it’s will.

    I’ve never thought of this way of getting around the “pro forma” sessions of the Senate. Excellent! I wonder what the original understanding of this power to adjourn was.
