		<description>The only way I can see health care cooperatives being able to spring up organically across the country is if the law mandated that health care providers who accept Medicare must accept insurance from the government chartered coops and, also, the government provided startup funding.  There have to be cash reserves in place before coverage can be offered.  Where does the cash come from?  The government is the only answer I see (perhaps loan guarantees).</description>
