That said, it strikes me that these two (thoughtful and measured) sentences contrast markedly with the tone and content of the report, and (at least implicitly) acknowledge the possibility that &quot;security&quot; *could* justify at least some of the &quot;restrictions&quot; on liberty alleged in the report.  No?
