What about the informational value of being able to examine your neighbor's underwear?

Me, I'd want the HOA to prove their assertion that outdoor clothelines diminish property values.

Get the HOA to pay for a very tall wooden fence.

Carbon sequestration and ecology and property values all in one.

Especially if the covenant can't be enforced.

I believe Florida has a law that says anti-clothesline covenants are unenforceable.

Better yet, the rest of the world (presumed beneficiaries of lower carbon emissions) should bribe the HOA to compensate for reduced property values. The HOA should then allow environmentally-driven air-drying, but not the air-drying caused by people’s preference for better-smelling and better-feeling laundry. The “better-smelling” dryers should compensate the HOA directly for the reduction in property values caused by their consumption choice, which is independent from environmental concerns (to the extent the motives are mixed, the payment should be prorated). In the meantime, commuters who prefer to enjoy bucolic views of green yards unobstructed by sightings of drying laundry should either bribe the HOA not to permit it (that is, out-bid the rest of the world, aka beneficiaries of lower carbon emissions), or demand direct compensation from the rest of the world for the reduced enjoyment of everyday commute.

The HOA could also offer to bribe the right-to-dryers with carbon offsets, which might or might not, be perfect substitutes for what the rtds want, namely lower carbon emissions.
