And to create fines as a deterrant effect from the potentially destructive behavior of participating in the real estate market is like fining someone for being beautiful.  The inequality of security/insecurity among the 68%/32% split you mentioned above isn&#039;t the only inequality out there. There are perceived inequalities of have, must have, and have-not within the 68% so why burden us even further???  Swells may be envied or loathed by non-swells for their perceived advantages in life (social, educational, or in terms of inherited wealth and/or looks) but that is not to say this is one of the remaining vestiges of the class system.
